Lithium batteries — power banks, EV battery packs, solar storage cells, tool batteries and electronics — are among the most restricted cargo in international freight. Get the classification or packaging wrong, and your container can be held at the border, returned to the warehouse, or refused outright.
At Mingyang International Logistics, we arrange battery shipments from China to Europe, Russia and Central Asia by China-Europe railway and TIR cross-border trucking. This guide explains what exporters need to prepare before booking.
1. Identify the Correct UN Number First
Before any booking, classify the battery precisely. The two most common categories are:
- UN3480 — Lithium-ion batteries shipped alone: bare cells or packs without any equipment, such as bulk power banks, ESS battery packs and replacement EV packs.
- UN3481 — Lithium-ion batteries packed with equipment or installed in equipment: batteries inside or alongside finished products, such as laptops, e-bikes, power tools or solar inverters.
Mixing these two categories on the same pallet, or labeling UN3481 goods as ordinary general cargo, is a frequent reason for inspection holds.
2. Required Documents Before Export
MSDS / SDS: material safety data sheet stating chemistry, UN number, state of charge and transport classification.
UN38.3 test summary: evidence that the cells and packs passed the UN transport safety tests.
Packing list & commercial invoice: weight, dimensions, quantity and unit value for every battery line.
Lithium battery mark and handling labels: the correct mark on the outer carton, plus orientation and non-dangerous-goods (where applicable) handling labels.
If these documents are missing or inconsistent, forwarders and carriers have the right to refuse loading. Prepare them before pickup, not after the truck arrives at your factory.
3. Packaging and State of Charge
Batteries must be protected against short circuit, impact and movement inside the carton. Common requirements include:
- Individual cells insulated or placed in dedicated inner trays to prevent contact between terminals.
- Outer cartons meeting the applicable UN packaging standard for the goods being shipped.
- Terminals protected against short circuit; loose packs secured with foam or dunnage.
- State of charge within the limit accepted by the chosen transport mode and carrier.
Overpacking a carton, or stacking heavy equipment on top of battery boxes, increases the risk of damage and rejection during inspection.
4. Rail vs TIR Trucking for Battery Cargo
China-Europe Railway
Rail freight offers a lower cost and stable schedule for compliant battery shipments in FCL or consolidated space. Transit to Moscow typically takes 12–15 days, and to Central Europe around 18–22 days, subject to customs and inspection conditions.
TIR Cross-Border Trucking
TIR trucking suits urgent or higher-value battery cargo, with factory-to-destination direct movement and fewer rail-yard transfers. Lead time is generally shorter than rail, but capacity and route approval depend on the cargo classification and destination country.
Air freight applies stricter restrictions on battery goods, so rail and road are often the practical overland options for compliant shipments to Europe and Russia.
5. Common Mistakes That Cause Delays
- Treating batteries as general cargo: no classification label or MSDS attached to the shipment.
- Wrong UN number: UN3480 and UN3481 swapped between invoices and packing list.
- Expired or generic UN38.3 summary: the test report does not match the actual product model.
- Damaged packaging: dented boxes, exposed terminals or faded marks detected during terminal inspection.
- Booking without confirming equipment: no available carrier accepting the specific battery class on the chosen route.
6. How Mingyang Handles Your Battery Shipment
We review your documents and classification first, then match the cargo to a compliant route and carrier. Our scope covers factory pickup, export customs declaration, international rail or road transit, and delivery to the destination warehouse in Europe, Russia or Central Asia.
Because battery rules change by destination and carrier, we recommend contacting us at least 7–10 days before your planned pickup so documents and capacity can be confirmed in time.
