Classified goods are not the same as ordinary cargo. A shipment that looks harmless on the packing list — charcoal, mineral powder, silica or other chemical materials — may still need special packaging, labels and documents under international transport rules.

Mingyang arranges overland freight from China to Europe, Russia and Central Asia, including UN1361 charcoal and non-hazardous mineral chemicals by rail and TIR trucking. This guide walks through the compliance basics exporters should know before booking.

1. Confirm Classification Before Anything Else

The single most important step is the correct classification. Two related but different situations are common in our work:

  • UN1361 (charcoal / carbon): charcoal can be self-heating and is treated as classified cargo in many transport regimes. Packing, marking and documentation are stricter than general cargo.
  • Non-hazardous silica and mineral chemicals: many silica-based products are general cargo after SDS review, but this must be confirmed per product composition and packaging — the name alone is not enough.

Wrong classification is the leading cause of inspection holds. If the SDS and the invoice disagree on the product's nature, resolve it before the truck is dispatched.

2. Documents to Prepare

MSDS / SDS: chemistry, hazards, packing group (if any) and transport classification of the product.

Classification / declaration: transport declaration matching the UN number and packing group on the shipping documents.

Packing list & invoice: exact product name, net and gross weight, number of packages and dimensions.

Labels and marks: correct UN number marks, hazard labels (where required), orientation and handling labels on every outer package.

Special approvals: any carrier-, route- or destination-specific approval the commodity requires.

3. Packaging That Passes Inspection

  • Outer cartons or drums must suit the product's weight, state and packing method.
  • Powders and granular materials must be sealed against leakage and moisture.
  • Packages must be stacked safely, with no loose movement inside the container.
  • Labels must remain legible after stacking and transit — faded or detached labels are flagged at inspection.

Reusing damaged second-hand drums or cartons is a common risk; always inspect outer packaging before loading.

4. Rail vs TIR Trucking for Classified Cargo

China-Europe Railway

Rail is the cost-efficient option for compliant bulk shipments, especially full containers to Moscow, Central Asia or European hubs. Transit schedules are more predictable than ocean freight, but carrier acceptance depends on the commodity and route.

TIR Cross-Border Trucking

TIR road transport suits smaller urgent consignments and door-to-door delivery where direct movement reduces transfer risk. Route approvals and permitted commodities are checked case by case.

For some destinations, one mode accepts the commodity while another does not. We match the cargo to a route after reviewing the SDS and classification, rather than quoting a generic rate first.

5. Typical Delays and How to Avoid Them

  • No SDS or outdated SDS: booking accepted at first, then held when documents are reviewed at the station.
  • Product mismatch: invoice describes a generic name while the actual goods differ in composition.
  • Packing group not stated: carrier cannot confirm whether the package standard applies.
  • Last-minute declaration: documents submitted too late for the carrier to verify compliance.
  • Mixed loading: classified goods loaded with incompatible ordinary cargo without checking restrictions.

6. Our Process

For classified or chemical freight, we start with document and classification review, then confirm a compliant route and carrier, book the space, arrange pickup and export clearance, and follow the shipment through to destination delivery.

We recommend sharing the SDS and product photos at least 7–10 days before your planned dispatch, so any documentation or packaging gaps can be fixed before the container is sealed.
